The Waco Holocaust Electronic Museum was founded on April 19, 1996 as a news and news analysis service.  The Museum project is an outgrowth of the ad hoc citizens group, Waco Remembrance, which in 1994 and 1995 organized demonstrations to commemorate the Waco Holocaust.

On October 4, 1996, Version 1.1 was released with ten additional Autopsy Reports, including the reports for the remains allegedly found on the roof of the concrete room.  It included fixes for some technical, typographical, and grammatical errors, and links to an anonymous ftp site containing the complete Museum in pkzip files.  The HTTP download files are still available, reduced in size (but multiplied in number) and containing the same material.

Versions 2 and 2.1 followed in 2001 with further upgrades.

On April 19, 2018, Version 3 was published, with all the autopsies rescanned to PDF files in high definition, pages reformatted for a more pleasing and readable appearance, new exhibits added, and some corrections to the text.

On April 19, 2020, Version 3.1 was updated with some link fixes, editing work, and other details.

In July of 2023, the articles were given final edits for publication in book form.
